The Ministry of Finance, Planning and Economic Development has launched the Local Government Regional Consultative Workshops for FY 2027/28 scheduled for 14th September – 2nd October 2026.

These follow the National Budget Conference held on September 10, 2026, officially commencing the budget process as mandated by Article 155 of the Constitution and the Public Finance Management Act (PFMA) Cap. 171.

The theme of the FY 2027/28 budget will be; Full Monetization of Uganda’s Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.

The consultations have been launched in regions of Masaka, Arua, Hoima and Lira.

The workshops are intended to provide feedback on issues raised during the FY 2026/27 budget consultations and highlight key service delivery issues requiring urgent attention.

The recommendations are will guide the finalization of the Budget for the ensuing fiscal year.

In her opening remarks during a workshop attended by officials from Kalangala, Rakai, Buvuma, and Mbarara districts, Nansana Municipality and Mbarara City at Solo Hites in Masaka City on Monday, the Minister of State for Finance (General Duties), Hon. Cissy Mulondo, urged officials to propose practical and actionable measures to address these challenges and ensure that public resources translate into tangible improvements in services for Ugandans.

“I urge you to prepare focused realistic, and results oriented budgets that translate national priorities into tangible results for citizens”.

She also asked participants to embrace innovative domestic revenue mobilization and ensure that every shilling delivers value for money, warning civil servants to reflect on specific issues affecting service delivery in Local Governments.

“We need to reflect on issues affecting service delivery including persistent staff absenteeism, weak performance, and the return of unspent wage resources despite staffing gaps”.

Hon. Cissy Mulondo also reiterated government’s commitment to address both pending and emerging priorities through a phased and prioritised approach.

According to the minister, the Budget Framework Papers for FY 2027/28 must be submitted in full compliance with the PFMA, Cap. 171, not later than Friday, 13th November 2026.
