The Resident District Commissioner for Sembabule district Jane Frances Kagaayi has blamed the increased cases of insecurity on LCIII Chairpersons who have neglected their responsibilities turning the blame on district leaders.

Ms. Kagaayi was officiating the closure of the Lower Local Council leaders’ induction organized by the Ministry of Local Government to provide them with basic understanding of local government operations so that they can with ease fit in their new roles and lawfully and meaningfully contribute to the achievement of the aspirations of their electorates.

The three-day induction held at the LCV Chairperson’s boardroom was attended by leaders from six Sub-Counties in Mawogola North Constituency including Sembabule Town Council, Mijwala, Mabindo, Kawanda, Lugushulu, and Mitima, on Friday.

RDC’s sentiments followed concerns raised by leaders over what they described as growing theft of livestock, food and household property, with the situation creating fear and threatening the livelihoods of ordinary families.

Other cases reported include nighttime break-ins and alleged attacks on people travelling along roads, with some expressing frustration over what they described as worsening insecurity in their communities.

In respose, RDC Jane Frances Kagaayi urged them to take their responsibilities and hold security meetings at least once a month to check on the situation in their areas, and forward reports to relevant authorities for appropriate action.

Some of the participants during an induction at the LCV Chairman’s boadroom on Friday.

“Who is the security chairman at the Sub-County? Not the LCIII Chairman? Now where are you always as these nocturnal animal thefts happen? Then wait for the district chairman of security RDC. Hold security meetings at least once a month, talk about security issues, how your money is being handled at the Sub-County, corruption issues, that is your responsibility as leaders” she said.

Kagaayi also urged the LCIII leaders to mobilize LCI Chairpersons on operationalization of village security committees and formulation of by-laws, have greater cooperation between communities and security agencies in addressing security concerns as well as safeguarding government’s property in their jurisdictions.

“But I ask you LCIII chairpersons and councilors, convene meetings with village leaders, tell them to hold meetings, let village councils make by-laws governing them, people have been stealing government land but when I check the stolen government land, it has the signatures of village chairpersons. Now time has come the land is gone, the government wants to do development things like dam, where are we going to put them?” she added.

In her closing remarks, RDC vowed crack down on money lenders who are making people suffer at the hands of their loan scams and robbing them of their land, some with fraudulently acquired eviction orders.

“I have saved many people from being evicted by money lenders, some now do not like me, others post me on TikTok saying I won in court, RDC does not care, they will keep talking on TikTok but I am locked there, people will not leave because you borrowed them money and wrote I sold. Go to court so win, get your court orders, I will not implement it, maybe get it when I am not in Sembabule”.
